Bowden’s relevant experience with utility projects:

 

 The review of over 11 Title V permit applications for power plants operated by Texas Utilities; including a determination of the applicability of EPA’s Acid Rain provisions.  Multiple sites consisted of natural gas and coal fired boilers, combustion turbines for peaking units, coal handling facilities, scrubbers, and precipitators.
 

 Non-attainment New Source Review and PSD permitting of a cogeneration power plant at a major Texas refinery.  This permitting activity included compliance netting.
 

 The Title V permitting of a power generation facility at a major Texas refinery.  The power generation facility included combustion turbines with heat recovery steam generation (HRSG)
 

 NSR permitting of a Texas City Refinery’s temporary boiler under TCEQ’s NSR program, including EPA notification.
 

 Preparation and submittal of multiple annual reports for the state’s NOx MECT (Mass Emission Cap and Trade) Program for refinery combustion utilities.  This effort also included initial reporting to the TCEQ establishing MECT baseline allocation of NOx credits for those refinery combustion utilities.  
 

Preparation and submittal of Peaking Unit’s annual report for the state’s NOx MECT (Mass Emission Cap and Trade) Program.  This effort also included the preparation of an environmental calendar to improve the sites compliance performance, and an audit of the site to determine the status of implementation goals and recommended revisions to program based on findings.

 

Environmental liaison for installation and certification of CEMS on FCCU Expansion Project for a Texas City Refinery.  This involved getting the Quality Assurance Plan (QAP) created for each CEM with Electrical and Instrumentation group, CEM certified to operate, annual RATA completed, and quarterly Cylinder Gas Audits (CGAs) completed.

 

 

Bowden’s relevant experience with petro-chemical projects:

 

 The preparation of TCEQ Air Emission Inventories utilizing CEM data for heaters and boilers, fugitive leak data, HRVOC data from cooling tower monitoring, mass balance methods, and various calculation methods.

 

The preparation of Title III SARA Form R reporting and documenting any changes in status on an annual basis via purchase, usage, and MSDS records.
 

 Review of waste records to determine waste status for CESQG, SQG, and LQG and review means of waste minimization.
 

 Responsible for Title V permitting of at a Texas City and West Texas refineries.  Also incorporated new EPA regulations (Refinery MACT and FCCU MACT) as they became effective.

 

 NSR permitting of a refineries and chemical plants to gain terms that minimize complexity and maximize operational flexibility.
 

 Preparation and submittal of multiple annual reports for the TCEQ’s NOx MECT (Mass Emission Cap and Trade) Program for refinery combustion utilities.  This effort also included initial reporting to the TCEQ establishing MECT baseline allocation of NOx credits for those refinery combustion utilities.
